White Glue.
A Phone case.
A Bowl and a spoon.
All you do is tape half the phone case and spread the glue evenly on the surface,Pour the glitter.After it dries spray hairspray and apply Clearnail polish on it so that the glitter won't fall out. (:

DeleteFirst, is that the cost and the convenience don't differ much at all. Secondly, that the safety of your mobile phone unit is really in question. A fake, cheaper mobile phone case isn't guaranteed to fit perfectly to your phone!
